Fire doors in Dudley

Dudley Council still owns its homes, 21,820 of them in a 2018 report. Four 1960s blocks in Netherton were approved for demolition in 2016, and in 2026 the Building Safety Regulator served notices on the council over three blocks in Stourbridge and Halesowen. Residents at Dean Court in Brierley Hill have reported landing fire doors blown open by the wind and not closing properly.

HMOs and the council in Dudley

Dudley Metropolitan Borough Council licenses any HMO with five or more occupants. Its private landlords page says an application without a floor plan showing the fire doors is not valid. A proposal to license smaller HMOs went to an extraordinary council meeting on 10 September 2026, and I have not seen a decision.

FAQ

Dudley landlords: licensing paperwork, districts and access.

Which districts in Dudley do you cover?

Dudley town (DY1 to DY3) and the wider borough, including Netherton, Kates Hill, Brierley Hill, Sedgley, Kingswinford and Stourbridge.

What should Dudley HMO landlords prepare for an inspection?

Dudley will not accept an HMO licence application without a floor plan that marks the fire doors, smoke alarms and emergency lighting. Have that plan ready and send it to me with the door count, so my report matches the doors you have drawn.

Can you arrange access with tenants in Dudley?

Yes. Give me the name of whoever is letting me in, and I can agree an evening or Saturday time with them. Doors I cannot get to are written up as Not inspected, no access, never as a pass.
